On Tuesday, President Donald Trump signed an executive order mandating that voters provide proof of U.S. citizenship when registering to vote.
The order comes as part of a broader effort to strengthen election security and ensure that only American citizens are able to cast ballots in U.S. elections.
As of the November elections, 35 states required voters to present identification before casting a ballot.

The new executive order goes a step further, directing Attorney General Pam Bondi to enter into information-sharing agreements with state election officials to help identify cases of election fraud or other violations of election laws.
The order also stipulates that federal funding for election-related matters could be withheld from states that do not comply with the new requirements.
A key provision of the executive order is that voters will now be required to present government-issued proof of U.S. citizenship when submitting voter registration forms.
Acceptable documentation includes a U.S. passport, a REAL ID, or military, state, or federally-issued identification that indicates American citizenship.

In a statement made just before signing the order in the Oval Office, President Trump noted, “There are other steps that we will be taking in the coming weeks. We think we’ll be able to end up getting fair elections.”
He also expressed that it was an “honor” to sign the order, emphasizing its importance in ensuring electoral integrity.

The requirement to provide proof of citizenship to vote has long been supported by the majority of the American public.
A 2022 poll found that 65 percent of Americans back the idea of requiring proof of citizenship to vote. This includes 48 percent of Democrats, 62 percent of swing voters, and 88 percent of Republicans.
In 2022, House Republicans passed the Safeguard American Voter Eligibility (SAVE) Act, aimed at cracking down on noncitizen voting.
While noncitizens are prohibited from voting in federal elections, verifying whether noncitizens are voting has been a challenge due to the lack of a citizenship verification process for voter registration.
The SAVE Act, if enacted, would require state election officials to inquire about citizenship before providing voter registration forms.
Currently, there is no requirement for proof of citizenship in order to receive federal voting forms, leading to noncitizens receiving voting forms in all 49 states, as reported in a 2024 New York Post article.
The SAVE Act would also allow state officials to accept a broad range of documents to make it easier for citizens to register to vote in federal elections.
It would provide states with access to federal agency databases to remove noncitizens from voter rolls and verify the citizenship of individuals lacking official documentation.
Additionally, the act would direct the Department of Homeland Security to determine whether to initiate removal proceedings if a noncitizen is identified as having registered to vote in federal elections.
While Republicans continue to advocate for the SAVE Act to become law, gaining the necessary support from Senate Democrats remains unlikely.
As a result, President Trump is turning to executive action to address the issue.
The executive order highlights the importance of secure, honest elections in maintaining the integrity of the U.S. constitutional republic.
The order states, “Free, fair, and honest elections unmarred by fraud, errors, or suspicion are fundamental to maintaining our constitutional Republic.”
It also underscores that the U.S. has failed to adequately enforce federal election laws, such as prohibiting states from counting ballots received after Election Day and preventing noncitizens from registering to vote.
In addition to requiring proof of citizenship for voter registration, the order directs the Election Assistance Commission to amend the federal voter registration form to include the new citizenship requirement.
It also seeks to prevent states from counting mail-in ballots that arrive after Election Day, a measure aimed at preserving the integrity of the voting process.
