Tara Rodas said actions taken under President Donald Trump’s administration led to a significant reduction in child trafficking at the southern border and helped federal agencies recover missing migrant children who had been placed through the Department of Health and Human Services.
In remarks discussing border security and federal oversight of migrant children, Rodas said the administration’s first step was securing the border, which she said sharply reduced the conditions that allowed trafficking to flourish.
“Under the leadership of President Donald Trump, he first secured the border, which absolutely cut down on the flow and in the child trafficking economy,” Rodas said.
“And so that was the first critical move.”

Rodas said the administration then focused on leadership changes within the Office of Refugee Resettlement, the HHS office responsible for the care and placement of unaccompanied migrant children.
“And their next critical step was to put new leadership at the Office of Refugee Resettlement, which is part of HHS, which is where these children were being trafficked from the Office of Refugee Resettlement,” she said.
According to Rodas, the appointment of new officials at ORR marked a turning point in how the federal government handled the issue.

She pointed specifically to senior advisor John Fabbricatore and acting director Salazar, describing them as effective leaders brought in to address systemic failures.
“So they put some great, intelligent folks there, John Fabbricatore, who is a senior advisor, also acting director Salazar,” Rodas said.
Rodas said the new ORR leadership worked closely with other federal agencies, including the FBI and the Department of Homeland Security, to identify and locate children who had gone missing after being released to sponsors.
“And their collaboration now with Orr so the Office of Refugee Resettlement, the FBI, and DHS, they’ve been able to go out and do a concerted effort, door knocking, finding these children,” she said.
She described the coordinated effort as a direct, hands-on approach that allowed authorities to track down children who had been lost in the system.
“It’s wonderful news,” Rodas said.

Federal officials have acknowledged that thousands of migrant children placed through ORR were unaccounted for in previous years, raising concerns about exploitation and trafficking.
The Trump administration’s approach emphasized border enforcement combined with increased scrutiny of child placements and interagency coordination.
Rodas said those combined efforts disrupted trafficking networks by reducing the number of children entering the system while simultaneously improving the government’s ability to locate those already released.
Her comments come amid continued debate over border policy and the handling of unaccompanied minors.
While critics of past enforcement policies focused on immigration levels, Rodas framed the measures as necessary steps to protect vulnerable children and prevent exploitation.
The recovery efforts she described remain a focal point in ongoing discussions about federal responsibility, border security, and child welfare within the immigration system.
