Turning Point USA founder Charlie Kirk appeared on Fox News Friday night to outline what he described as the most significant challenge President Donald Trump will face during his second term in office.

In an interview on “Jesse Watters Primetime,” Kirk said the greatest resistance to Trump’s agenda would come from inside the federal government itself.

“The last remnant of Democrat resistance will be the administrative state,” Kirk told host Jesse Watters.

“So the first kind of vanguard was these lawsuits and the injunctions using Article III. The last remaining one is the administrative state or the Deep State.”

Kirk said Democratic opposition has shifted from legal maneuvers to bureaucratic obstruction.

He warned that internal government actors may use leaks, surveillance, and administrative delays to hinder Trump’s policy goals.

“They’re going to try leaks. And we saw that this week, Jesse. It’s very important. They’re going to try to leak on everything President Trump does,” he said.

His comments followed recent news that the FBI is investigating a leak to CNN involving a classified Defense Intelligence Agency assessment of Trump’s military action in Iran.

The report, which was leaked shortly after Trump authorized a strike targeting Iran’s nuclear capabilities, claimed the operation did not fully dismantle the program.

Defense Secretary Pete Hegseth criticized the leak and said the media’s portrayal of the outcome was misleading.

Kirk cautioned that efforts to derail Trump’s presidency may intensify following the Supreme Court’s recent ruling on executive authority.

“President Trump has to be careful. Are they listening to your phone call? Are they recording you secretly? I don’t want to try to introduce paranoia, but they are going to be very desperate after this decision from the Supreme Court,” Kirk said.

He warned that beyond overt resistance, some federal employees could engage in more subtle methods of obstruction.

“They’re going to have defiance. They’re going to walk off the job, and they’re also going to do something more subtle. They’re going to try to slow walk the bureaucracy. They are masters at this. They try to run out the clock,” Kirk said.

Kirk argued that bureaucratic delays are part of a deliberate strategy to prevent the administration from implementing its priorities.

“You want an executive order on this thing on the border? We’ll get to it next decade,” he said.

“You see the bureaucracy. They are experts at trying to delay and trying to slow down. President Trump, he is going at Trump time. He’s going at high velocity and high speed.”

He added that this internal conflict could shape the outcome of Trump’s presidency.

“The last fight, the biggest fight of this entire presidency, which will determine whether or not we the people are in charge or whether or not an unelected shadow government in charge is that against the fourth branch of government,” Kirk said.

Earlier in the week, the U.S. Supreme Court issued a 6-3 decision limiting the power of federal district courts to issue nationwide injunctions. Justice Amy Coney Barrett, writing for the majority, stated that such injunctions had likely exceeded the authority granted to lower courts by Congress.

The ruling has broad implications for the implementation of executive actions, particularly those taken by the Trump administration.

While Democrats have previously voiced concerns about the use of nationwide injunctions, some, including House Majority Leader Hakeem Jeffries, Senate Minority Leader Chuck Schumer, and former House Speaker Nancy Pelosi, have recently embraced the tactic as a tool to challenge Trump’s policy decisions.

The Supreme Court decision is expected to reduce the frequency with which lower courts can block federal policies nationwide, a shift that could allow President Trump to move forward with more executive actions without being immediately halted by litigation.
