The U.S. Department of Education announced Wednesday that the state of California has violated federal Title IX regulations by allowing biological males to compete in female sports, in direct conflict with federal protections for women and girls, as reported by The Independent Journal Review.
The findings come after federal investigators opened inquiries earlier this year into the California Department of Education (CDE) in April and the California Interscholastic Federation (CIF) in February.
Both entities have permitted transgender-identifying male athletes to participate in women’s sports and access female-designated facilities, actions the Department of Education has now deemed unlawful under Title IX.

Secretary of Education Linda McMahon issued a statement calling out California officials, including Governor Gavin Newsom, for knowingly violating federal law.

“Although Governor Gavin Newsom admitted months ago it was ‘deeply unfair’ to allow men to compete in women’s sports, both the California Department of Education and the California Interscholastic Federation continued as recently as a few weeks ago to allow men to steal female athletes’ well-deserved accolades and to subject them to the indignity of unfair and unsafe competitions. The Trump Administration will relentlessly enforce Title IX protections for women and girls, and our findings today make clear that California has failed to adhere to its obligations under federal law. The state must swiftly come into compliance with Title IX or face the consequences that follow.”
The Education Department is demanding immediate corrective action, including the reinstatement of any female records or achievements lost to male competitors under California’s current policies.
If California fails to comply, the Department has indicated it may refer the matter to the Department of Justice for enforcement action.

The California Interscholastic Federation has stated previously that it will continue to follow California law, which allows biological males to compete in girls’ athletics if they identify as female. The Department’s decision now puts the state in direct conflict with federal law.

Neither the California Department of Education nor CIF responded to the Daily Caller News Foundation’s request for comment.
The Department of Education’s action under President Trump’s administration marks a major step in federal enforcement of women’s sports protections. With California officials resisting federal directives, the dispute could escalate into a broader legal and political standoff.
