Former Navy SEAL and CIA contractor Shawn Ryan raised new questions Monday night about the FBI’s handling of the Jeffrey Epstein case, saying it remains unclear how the late financier could be charged with sex trafficking while no “end users” or clients were ever prosecuted.

Ryan made the remarks during an appearance on The Tucker Carlson Show, where he joined Daily Caller News Foundation co-founder Tucker Carlson to discuss the FBI’s recent reaffirmation of Epstein’s official cause of death.

FBI Director Kash Patel and Deputy Director Dan Bongino told Fox News Sunday that after reviewing all available files, the agency stands by its conclusion that Epstein died by suicide in a Manhattan jail cell in August 2019.

Carlson asked Ryan whether he believed the FBI’s explanation, noting his personal respect for both Patel and Bongino.

“It’s just two guys that I really like. I love Bongino. He’s a friend of mine. But you weren’t convinced by that?” Carlson asked.

“No,” Ryan replied, laughing. He then questioned the logic of charging Epstein with trafficking but never pursuing charges against any clients or associates.

“How do you charge a guy with sex trafficking when there are no end users that have been charged? Who did you traffic to?” Ryan asked.

“So I think there’s just a lot more going on than the majority of people know about.”

Carlson called it a “great question” and asked Ryan what he believed truly happened in the Epstein case.

“I think it was a blackmail operation. What do you think it was?” Ryan responded.

Carlson said he believed Epstein was at the center of an international intelligence operation.

“I think it was a blackmail operation run by the CIA and the Israeli intel services and probably others.

French intelligence always has a hand in everything, I’ve noticed,” Carlson said.

“So probably them too, you know, but the usual, you know, darkest forces in the world colluding to make rich and powerful people obey their agenda.”

Jeffrey Epstein was arrested in July 2019 on federal charges of sex trafficking minors in Florida and New York.

He was found dead a month later in his cell at the Metropolitan Correctional Center in Manhattan.

Officials ruled the death a suicide, but the ruling has been challenged by medical experts, former law enforcement, and members of Congress.

The lack of charges brought against alleged co-conspirators or clients has fueled widespread skepticism.

During the 2024 campaign trail, President Donald Trump pledged to release all remaining Epstein-related files to the public if reelected.

However, when the Department of Justice released the first batch of records—labeled “The Epstein Files”—critics noted the absence of a client list or any major new revelations.

Trump addressed the issue in an interview with Daily Caller White House Correspondent Reagan Reese on April 22, confirming he would consult with U.S. Attorney General Pam Bondi about releasing additional Epstein documents. Bondi has not yet commented publicly on the matter.

Public pressure has continued to mount as citizens and lawmakers demand full transparency on the Epstein investigation, including how the FBI conducted its case and why it has not pursued further prosecutions.

To date, only a limited number of Epstein’s associates have faced legal scrutiny. Ghislaine Maxwell, his longtime associate, was sentenced to 20 years in prison in 2022 for her role in aiding Epstein’s trafficking operation.

No individuals identified as clients or recipients of Epstein’s trafficking activities have been publicly charged.
