The Director of National Intelligence (DNI) Tulsi Gabbard is advancing a sweeping overhaul of the U.S. intelligence community in line with several executive orders issued by President Donald Trump.
Gabbard’s office confirmed that her recently formed Director’s Initiatives Group (DIG) is conducting investigations, analyzing vulnerabilities in past elections, interviewing whistleblowers, and declassifying documents to comply with the President’s mandate to restore transparency and accountability across intelligence agencies.
Established in April 2025, the DIG was launched with a stated mission to “rebuild trust in the IC.”

According to Gabbard’s office, the group’s priorities include “investigating weaponization, rooting out deep-seeded politicization, exposing unauthorized disclosures of classified intelligence, and declassifying information that serves a public interest.”
The DIG is also conducting assessments of internal IC operations, including its organizational structure, resourcing, and staffing.
These reviews are intended to improve efficiency and reduce waste, Gabbard’s office said.
The task force was formed to carry out President Trump’s executive orders, including Ending the Weaponization of the Federal Government, Restoring Freedom of Speech and Ending Federal Censorship, Ending Radical and Wasteful Government DEI Programs and Preferencing, and Holding Former Government Officials Accountable for Election Interference and Improper Disclosure of Sensitive Governmental Information.

In a three-month update provided to Breitbart News, an Office of the Director of National Intelligence (ODNI) official outlined DIG’s accomplishments and current operations.
Among the key priorities is a focus on exposing what Gabbard’s office described as politicization within the intelligence community, particularly actions attributed to former DNI James Clapper and former CIA Director John Brennan.
According to the update, the DIG has declassified documents from the Biden-Harris administration era, including reports identifying Americans with dissenting views on COVID-19 mandates and other policies as potential “domestic violent extremists.”

One such report, authored jointly in December 2021 by the National Counterterrorism Center (NCTC), Federal Bureau of Investigation (FBI), and Department of Homeland Security (DHS), suggested that widespread availability of the COVID-19 vaccine for school-age children could fuel “conspiracy theories” and spark fears of forced vaccination, which the agencies claimed might increase the risk of violence.
Despite the language in the report, cases of children being vaccinated without parental consent did occur.
In July 2024, the Vermont Supreme Court ruled that a family could not sue their school district after a 6-year-old child was vaccinated against the parents’ wishes.
Following the release of these documents, Gabbard condemned what she called a “consistent thread” in which opposition to Biden-era policies was labeled as extremism.
The DIG has also overseen the revocation of security clearances from a list of high-profile officials.
In March, Gabbard announced that clearances had been revoked from former President Joe Biden, former Vice President Kamala Harris, former Secretary of State Hillary Clinton, and former Representatives Liz Cheney and Adam Kinzinger.

Additional revocations reportedly affected former Secretary of State Antony Blinken, National Security Adviser Jake Sullivan, Deputy Attorney General Lisa Monaco, and prosecutors Letitia James and Alvin Bragg.
The task force is composed of intelligence professionals from across the federal government, including the ODNI, CIA, FBI, Department of Defense (DOD), Defense Intelligence Agency (DIA), and National Security Agency (NSA), among others.
DIG has also begun efforts to eliminate diversity, equity, and inclusion (DEI) programs within the IC.
The group has declassified files relating to the assassinations of President John F. Kennedy, Senator Robert F. Kennedy, and Dr. Martin Luther King Jr., and developed structural reform plans that include downsizing and acquisition process revisions.
Looking ahead, DIG is reviewing previous intelligence community assessments on the 2020 and 2022 elections, which have identified “clear vulnerabilities,” according to an ODNI official.
The group is also conducting interviews with whistleblowers who claim to have direct evidence of political influence on intelligence reporting.
These include potential interviews with analysts who may provide insight into efforts to discredit the Hunter Biden laptop story and promote the narrative of Russian collusion.
In addition to election-related efforts, DIG is examining the IC’s role in branding citizens as “domestic terrorists,” and exploring potential coordination with technology platforms that may have suppressed speech.
The task force is also investigating whether any intelligence funds were directed toward gain-of-function research at biolabs internationally — a focus of a May executive order by President Trump, which barred U.S. funding for such research.
According to an ODNI official, Gabbard’s group will continue releasing declassified documents in the coming months as part of the broader initiative to meet the transparency goals set by the Trump administration.
