The House DOGE Subcommittee is uncovering disturbing revelations about how U.S. taxpayer dollars, funneled through the U.S. Agency for International Development (USAID), have allegedly ended up in the hands of terrorist organizations.
During a hearing this week, Rep. Tim Burchett (R-TN) questioned Gregg Roman, Executive Director of the Middle East Forum, who provided details on how billions in foreign aid may have been misused.
During the hearing, Burchett asked Roman about reports that U.S. funds are still flowing to the Taliban despite their control over Afghanistan.

Gregg Roman: “Yes, sir.”
Burchett then asked whether other terrorist groups had received U.S. assistance, directly or indirectly.
Gregg Roman: “We have assisted Al-Shabaab in Somalia, there’s been instances of the Hamzi network in Sudan, Hamas, Islamic Jihad, Hezbollah, Kata’ib Hezbollah, Hay’at Tahrir al-Sham in Syria. Dozens of terror organizations have received indirect assistance from U.S. foreign aid.”

Billions in Aid Sent to Gaza Since Hamas Attacks
Roman detailed how USAID funds have been sent to Gaza despite concerns about Hamas’ control of the territory.
“Since October 7th, when Hamas invaded southern Israel, $2.1 billion in American taxpayers’ money has gone to Gaza,” Roman stated.
According to Roman, USAID bypassed normal screening procedures by using emergency waivers that allowed aid to flow without thorough vetting.
“Waivers were granted because they said that there was an emergency use to have that money come into Gaza, thereby jettisoning the usual, typical screening procedures,” Roman explained.
He further noted that 90% of U.S. aid sent to Gaza through USAID-funded agents ended up in Hamas-controlled areas.

In response to findings like these, President Trump signed a new executive order this week to expand the Department of Government Efficiency (DOGE)’s authority.
The new order aims to increase spending oversight and prevent future misuse of funds.
The DOGE Subcommittee, established to investigate waste, fraud, and abuse in federal agencies, has now identified multiple instances where taxpayer funds may have been sent to hostile groups.
The investigation into USAID and foreign aid distribution is expected to continue, with further hearings planned in the coming months.
The findings so far have raised serious concerns about the lack of accountability in foreign aid programs, particularly in conflict zones where terrorist organizations maintain control.
Congressional Republicans, led by House Oversight Chair Rep. Marjorie Taylor Greene (R-GA) and the DOGE Subcommittee, are now pushing for stricter vetting processes to prevent funds from reaching designated terrorist organizations.
With mounting pressure on USAID and other federal agencies, the future of U.S. foreign aid policies remains uncertain as lawmakers push for more transparency and accountability.
