Two employees at the Federal Emergency Management Agency (FEMA) were terminated following an internal investigation that revealed they engaged in sexually explicit conduct during work hours on government-issued devices, including exchanging messages with foreign nationals, as reported by the New York Post.

The Department of Homeland Security (DHS) said the misconduct was discovered through its Insider Threat Program.

According to DHS, the former employees used official government equipment to conduct salacious online chats, some of which occurred at facilities housing highly classified systems.

“These employees, who had access to highly sensitive systems, spent their duty hours sexting strangers, including foreign nationals, on encrypted government devices,” DHS announced in a post on X. “Such conduct is unacceptable, and these employees have been terminated.”

The DHS Insider Threat Program (ITP) has identified a second group of FEMA employees who used their official government equipment to engage in sexually explicit conduct on government devices at some of our government’s most classified facilities.

One of the fired employees worked in FEMA’s IT services division and held a top-secret security clearance, the Daily Caller reported.

That individual allegedly used Facebook Messenger last month to exchange multiple explicit messages with a person believed to be in the Philippines.

In one of the chats, the FEMA IT worker wrote, “I saw your post on a Philippine dating group here, so I messaged you.”

Another message read, “[I] can’t bring my phone inside my workplace, so I leave it in the car. Only chat here on FB Messenger while I’m working.”

The staffer also wrote, “I wish you were here sitting in my lap while I work. I want to hug your waist while I work and smell your hair, kiss your neck.”

Investigators said the employee searched for hotels in the Philippines and indicated plans to visit in “November or December.”

The second terminated worker served as an environmental protection specialist for FEMA in Alabama.

According to investigators, that employee repeatedly accessed a pornography site on the agency’s unclassified network and engaged in explicit conversations with multiple individuals.

During one exchange with a user identified as “tooMessyForMe,” the employee shared a pornographic image uploaded from a computer file labeled “work memes.” Officials reported that the employee also made numerous sexual comments on the site.

The firings come after DHS announced last week that two other employees were dismissed for consuming “deviant pornography,” including bestiality and racially charged material, during duty hours.

Homeland Security Secretary Kristi Noem addressed those cases, saying, “These individuals had access to critical information and intelligence and were entrusted to safeguard Americans from emergencies—and instead they were consuming pornography.”

The incidents have raised concerns about misuse of government resources and the potential security risks posed by employees with access to sensitive information engaging in inappropriate online activity.
