The training took place at the Supervisor of Elections Office located at 4301 Cherry Road in Palm Beach County.

According to investigators, Panicci removed the encrypted access key during the training session.

The key was part of a voter registration terminal system used for instructional purposes as election officials prepared volunteers for upcoming election operations.

Authorities said the key was configured specifically for training databases and was not tied directly to live election systems.

However, officials raised concerns about the potential risks associated with the theft, noting that individuals with sufficient technical expertise could attempt to reverse engineer the encryption and reintroduce it into a voter registration kiosk.

The missing equipment was reported to authorities on March 27, eight days after the training session in which it was allegedly taken.

Palm Beach County detectives launched an investigation immediately after the report was filed.

Investigators reviewed information connected to the training session and worked to identify the individual responsible.

After determining that Panicci was the primary suspect, detectives secured both an arrest warrant and a residential search warrant.

Law enforcement officers executed the search warrant at Panicci’s home, where they recovered the stolen encrypted access key.

Detectives also seized a large quantity of electronic devices and digital storage equipment during the search.

Authorities did not immediately release details about the additional items recovered, but officials confirmed that multiple devices were taken into custody as part of the investigation.

Following the search, Panicci was transported to the Palm Beach County Jail, where he was booked on charges related to the theft.

Officials said he is scheduled to appear for his first court appearance Sunday morning.
