A new civil lawsuit filed in Los Angeles County is raising fresh claims about the 1996 killing of Tupac Shakur, alleging the rapper’s death was the result of a broader conspiracy involving multiple individuals beyond the man currently facing criminal charges, as reported by The New York Post.
The complaint, filed Tuesday by Maurice Shakur, Tupac’s stepbrother, seeks wrongful death damages against Duane Keith Davis and up to 100 unnamed defendants. The filing argues that recently surfaced evidence points to a coordinated plot behind the fatal shooting, rather than the actions of a single individual.
“For the first time in nearly 30 years, threads are starting to come together,” the complaint states, adding that some individuals involved “have not been held accountable for their crimes.”

Davis, a former gang figure long linked to the case, was arrested in 2023 and remains the only person criminally charged in connection with the killing. Prosecutors allege he orchestrated the attack. Davis has pleaded not guilty and is expected to stand trial later this summer in Las Vegas.

Tupac Shakur was shot on Sept. 7, 1996, while riding in a BMW on the Las Vegas Strip after attending a boxing match. According to the complaint, a white Cadillac pulled alongside the vehicle, and gunfire erupted, striking the rapper four times. He died six days later at the age of 25.
Despite years of investigation, the case remained unsolved for decades. Early inquiries were hindered by a lack of witness cooperation and limited physical evidence, according to the filing.
The lawsuit states that the absence of arrests for nearly 30 years allowed “conspiracy theories [to] flourish,” many of which lacked substantiated evidence at the time.

The lawsuit identifies additional alleged participants as “John Does 1 through 100,” describing individuals who may have been involved at different stages of the events.
To address the time elapsed since the shooting, the complaint invokes California’s “delayed discovery” doctrine. It argues that key facts were concealed for years and only recently became available, preventing earlier legal action.
According to the filing, witnesses were reluctant to cooperate, and some potential informants died before they could be questioned. The complaint further alleges that individuals connected to the case obscured information, limiting the family’s ability to identify those responsible.
Maurice Shakur filed the lawsuit as administrator of the estate of Mutulu Shakur, Tupac’s stepfather, who died in 2023. The complaint notes that both Mutulu Shakur and Tupac’s mother, Afeni Shakur, would have had standing to bring a wrongful death claim, with those rights passing to their estates following their deaths.
The suit seeks unspecified damages, including financial losses and the loss of companionship and support experienced by Tupac’s family. “Loss of love, companionship, comfort, care, assistance, protection, affection, society, and moral support,” the lawsuit states among the impacts cited.
The filing also calls for punitive damages, alleging that the defendants acted with “willful, malicious, and oppressive” intent.
