A new report on Marine Corps issued cold weather boots is raising serious concerns about quality control and the risks of restricting the supplier pool for essential military equipment.
The trouble emerged during preparations for a major exercise in the Arctic.
According to Newsweek, an unspecified number of Marines needed replacement boots while conducting cold weather training ahead of a Norwegian led NATO exercise earlier this year. The boots were brand new when the Marines began using them.
The reported failures were hardly cosmetic. Marines wore holes through the leather, while the soles separated from the fabric during hiking and skiing.

Those failures allowed freezing water to enter the boots. For troops training in extreme conditions, compromised footwear becomes far more than an inconvenience.
The Newsweek report connected the problem to a legal requirement directing the Pentagon to use its funds to purchase American made boots.
That requirement is intended to support companies operating in the United States.
The domestic industry, however, is too small to meet the military’s demand, according to the report.

Service members currently have another option if issued boots do not meet their needs.
Troops may wear boots made outside the United States if they purchase those boots with their own money.
That choice could disappear under legislation being considered by federal lawmakers.
The Better Outfitting Our Troops Act, commonly called the BOOTS Act, would impose a stricter manufacturing requirement on optional combat footwear.
Under the measure, service members could not wear optional combat boots in uniform unless those boots were manufactured entirely in the United States.
That would close the existing route for troops who personally buy foreign made alternatives.
Critics argue that the legislation would put the interests of domestic manufacturers ahead of service members searching for footwear that works for them.
The Cato Institute has emerged as one of the measure’s critics.

The libertarian think tank said the BOOTS Act “would deny service members the ability to find boots that best fit their feet so U.S. manufacturers can make a few extra bucks.”
Cato also argued that the main force driving the legislation is an “aggressive lobby” acting for an industry rather than “the warfighter.”
That criticism places the focus squarely on who benefits from restricting the boots troops may choose.
The organization identified the United States Footwear Manufacturers Association, or USFMA, as the leading lobbying group behind the legislation.
USFMA represents several footwear companies involved in the domestic market.
Among the companies represented by USFMA is Belleville Boot Company. Belleville manufactured the cold weather boot involved in the reported failures during the Marines’ training.
A Pentagon official told Newsweek that expanding the American boot industry would not necessarily be a bad development.

Building additional domestic production capacity could support the broader goal behind the existing purchasing requirement.
The official also acknowledged a major practical obstacle. Manufacturers could find it difficult to increase production while still maintaining the quality standards already required for military footwear.
