Despite Trump’s request that Ukraine stop hitting Russian oil refineries, Ukraine seems to be stepping up attacks once again. Last night and early this morning they hit two more sites, both of which were set on fire.
Russia’s air defence units destroyed about 50 drones over the Rostov region overnight and a drone attack damaged the Novoshakhtinsk oil refinery, forcing it to suspend operations temporarily, Governor Yuri Slyusar said on Friday…
The Novoshakhtinsk refinery sells fuel mainly for export and has an annual capacity of 5 million metric tons of oil, or around 100,000 barrels per day.
This particular refinery has been hit multiple times in the past, so many times that there are more videos of the previous strikes in 2024 and 2025 than of the current one.
The second refinery hit overnight was 1,500 km away. The Perm refinery, Russia’s seventh largest, created a huge mushroom cloud over the city and also resulted in the plant being shut down.
The Perm oil refinery, Russia’s seventh-largest oil processing plant by volume, stopped operations following a Ukrainian drone attack, which caused a fire and damaged pipelines, storage and technological units on Friday, two industry sources said…
The plant, located 1,460 km (907 miles) northeast of Moscow, processed some 12.6 million tons, or 252,000 barrels per day, of oil in 2024. It produced 2 million tons of gasoline, 5.3 million tons of diesel, 200,000 tons of fuel oil and 700,000 tons of petroleum coke.

As I’m writing this, I’m seeing word that Ukraine just carried out another strike within the last hour at a refinery in Ilsky. This one is located directly east of Crimea and has also been hit multiple times.

It really does seem like the attacks have escalated over the past week or so, though they never really stopped all summer. And the impact on the availability and price of gas in Russia is being felt.
The Russian authorities have instructed officials to prepare scenarios in case of further deterioration of the fuel market situation, including measures to increase production and adjust imports of petroleum products. This is happening amid a gasoline shortage and the consequences of Ukrainian strikes on Russian oil refineries, The Moscow Times reports…
According to the gdebenzin service, by mid-September, AI-92 gasoline was unavailable at nearly 45% of Russian gas stations, while AI-95 was unavailable at 53%. At the end of August, these figures were 33% and 38%, respectively. Some filling stations also saw queues and restrictions on fuel sales.
Since the beginning of 2026, Ukraine has attacked Russian oil refineries more than 70 times, and dozens of facilities have been damaged. In August alone, six major plants shut down for repairs. According to EA Analytics, oil refining volumes in Russia fell to their lowest level since 2002 due to the disruptions.
At some point soon the shortages are going to become critical. As I’ve mentioned before, you can spend all day sitting in your car in a kilometer long gas line in the summer, but you can’t do it in the winter or you freeze to death. The average daily temperature in Moscow in November is 34 F. That’s the high. The low is 26 F. No one is going to be sitting in their car with no gas to run the engine in those temperatures.
Meanwhile on Russian TV, Vladimir Solovyov is vowing revenge and urging Russia to do everything it can to raise gas prices in the rest of the world.
