A previously aired Fox News interview with then-Sen. Jeanne Shaheen, D-N.H., has resurfaced as part of the continuing debate over whether government health insurance programs should cover people who are in the United States illegally, as reported by Townhall.

The interview took place last October, when Shaheen was still serving as a U.S. senator from New Hampshire.

During the discussion, Fox News host Lawrence Jones questioned her about claims concerning Democratic positions on healthcare coverage for undocumented immigrants.

Shaheen said, “I’ve never heard anyone from my party say they support giving illegal aliens taxpayer-funded healthcare benefits.”

Jones responded by saying he had footage that addressed the issue and then played a clip from a Democratic presidential debate.

The debate footage came from the 2020 Democratic presidential primary campaign.

During a June 2019 debate in Miami, moderator Savannah Guthrie asked the candidates to raise their hands if their proposed government healthcare plan would provide coverage for undocumented immigrants.

The question produced a notable response from the candidates on stage. Contemporary reporting by TIME stated that every candidate on the second-night debate stage raised a hand when asked whether their government healthcare plan would cover undocumented immigrants.

The official transcript of the debate shows Guthrie asking the candidates to raise their hands if their government plan would provide coverage for undocumented immigrants.

Pete Buttigieg subsequently explained his position, saying his proposal would allow undocumented immigrants to participate in an insurance program.

Buttigieg said, “Because our country is healthier when everybody is healthier.” He argued that undocumented immigrants could pay into the program and said, “This is not about a handout. This is an insurance program.”

Joe Biden was also questioned about his position during the exchange. Guthrie initially noted that Biden had not appeared to raise his hand before Biden clarified that he had.

Biden said that people who are sick should not go without coverage regardless of where they came from or their immigration status.

The issue has been a point of political dispute because federal law generally bars undocumented immigrants from receiving Medicaid and from purchasing federally subsidized Affordable Care Act marketplace coverage.

At the same time, federal law requires hospital emergency departments to provide certain emergency medical treatment regardless of a patient’s ability to pay or immigration status.

A 2019 Los Angeles Times report noted that most states barred undocumented immigrants from government-subsidized healthcare programs such as Medicaid, while California had expanded Medicaid eligibility to certain undocumented children and subsequently considered broader coverage.

Fact-checking at the time also highlighted an important distinction in the debate: candidates who supported coverage for undocumented immigrants did not necessarily describe the coverage as free healthcare.

PolitiFact noted that the debate question asked whether the candidates’ government plans would cover undocumented immigrants but did not specify that the coverage would be free.

Shaheen has subsequently disputed claims that federal healthcare programs generally provide coverage to undocumented immigrants.

In an October 2025 appearance on Fox & Friends, she said Medicare, Medicaid and Affordable Care Act marketplace insurance prohibit people who are in the country illegally from accessing those programs.

She also pointed to federal requirements governing emergency treatment.

The resurfaced interview therefore highlights a distinction that has remained central to the political argument: whether Democrats have supported expanding government-funded or government-administered healthcare coverage to undocumented immigrants, versus whether undocumented immigrants are currently eligible for major federal healthcare programs.

The 2019 Democratic debate provides a clear example of several Democratic presidential candidates supporting coverage for undocumented immigrants through proposed government healthcare plans.

At the same time, the debate record does not establish that every such proposal would have provided free healthcare or that undocumented immigrants were broadly eligible for existing federal programs.

The disagreement over the issue continues to intersect with the broader political debates surrounding immigration enforcement, healthcare costs and eligibility for government benefits.
