Elon Musk says Tesla’s Robotaxi ambitions remain aggressive, but the company’s ability to scale the technology will depend on avoiding accidents that could trigger regulatory intervention and intense public scrutiny.

Musk said Tesla is trying to move quickly while recognizing that autonomous vehicle incidents would be treated very differently from ordinary traffic accidents.

“With Robotaxi, our goals are very ambitious for Robotaxi, but we do need to be cautious about causing any accidents or causing any harm to anyone,” Musk said.

He pointed to the number of traffic deaths that occur each year in the United States, contrasting their limited media attention with the reaction he expects if a Tesla Robotaxi were involved in a serious incident.

“Although there are, I think, 30 to 40,000 automotive deaths per year in the United States alone, most of those do not generate any press, or maybe you know you don’t really read about almost any of those,” Musk said.

According to Musk, even a single injury involving a Robotaxi could bring worldwide attention and prompt regulators to move quickly against the company.

“But if we injure even one person, it will be worldwide headline news, and regulators will immediately clamp down on our activities,” Musk said.

That reality, he argued, creates a different operating environment for Tesla as it works to expand autonomous ride-hailing technology.

Musk emphasized that the company’s caution is not solely about avoiding regulatory consequences. He said Tesla also wants to prevent harm as a matter of basic safety.

“So we don’t want to injure anyone,” Musk said.

The challenge, as he described it, is to balance speed with a very low tolerance for mistakes. Tesla wants to expand Robotaxi service as rapidly as possible, but not at the expense of public safety.

“So we go as fast as humanly possible in scaling Robotaxi, but while trying to ensure that we do not harm anyone at all, and ideally do not even run over a pet,” Musk said.

That statement captures the core constraint Musk says Tesla faces. The company is not simply trying to prove that autonomous vehicles can function on public roads. It is also trying to demonstrate that the technology can operate without causing the kinds of incidents that would bring legal, political, and regulatory pressure.

Musk made clear that safety is the limiting factor in how quickly Robotaxi can expand.

“So that’s really the constraint: is we’re we want to go as fast as possible with Robotaxi without harm to anyone,” he said.

The remarks reflect the stakes surrounding Tesla’s autonomous driving push. Unlike conventional vehicles, a crash involving a Robotaxi could become part of a larger debate over whether driverless vehicles should be allowed to operate at scale.

Musk’s comments suggest Tesla is aware that the political and regulatory threshold for autonomous vehicles is likely to be far stricter than the standard applied to ordinary driving.

That means the company’s expansion strategy is not simply about adding more vehicles or entering more markets. It is about doing so without creating the kind of high-profile accident that could slow or halt the rollout.

Musk’s approach is therefore built around two objectives that can be difficult to reconcile: deploy the technology quickly and keep the safety record clean enough to avoid a crackdown.

For Tesla, the future of Robotaxi may depend less on how fast the technology can technically scale than on whether the company can maintain public confidence while doing it.
