Cam Higby says his investigation into state expenditures in California uncovered millions of dollars in taxpayer funds directed to advocacy organizations, including groups he claims are engaged in protest activity and political organizing.
Higby explained how his inquiry began.
“So this all started with my Dearborn investigation. I’ve spent the last several days in Michigan investigating fraud in Hamtramck and Dearborn. I was supposed to go to LA tomorrow and investigate allegations that they were paying for votes. I thought, huh, maybe I’ll lay the groundwork for California fraud in the same way that I did for Dearborn by investigating the state expenditure,” he said.

He described building a chart of state funds and tracing where the money went.
“I started off with my chart having things like state funds, and then webbing down into sketchy businesses, sketchy individuals, etc. And then I said, Oh, I wonder how much money they’re giving to abortion clinics. And then I put that in my chart.”
Higby said he came across the Inland Coalition for Immigrant Justice.
“I found an organization called inland Coalition for Immigrant Justice in the state expenditure. And I said, that’s an interesting name. I should look them up. They were taking in 134,925 state dollars in the entirety of their existence,” he said.
“What I found is that this is an organization whose core function is to conduct and organize protests.”

He added that the group was also recruiting organizers.
“There’s a tweet here from their Twitter, ICIJ is hiring high desert organizers if you’re passionate about the intersections of environmental justice and immigration justice, live in the high desert and are interested in building power in your community. This is for you get involved.”
Higby said he then identified Justice Outside, which he described as another advocacy organization.
“They’ve taken in 879,934 state tax dollars,” he said.
He also referenced the Community Justice Alliance.
“They’re socialists, by the way, and ironically, these socialists who are against capital wealth have taken in 2,733,586 state tax dollars,” he said.
Higby said Gathering for Justice received $236,139 in state funds and noted that the organization is based in New York.
“Now, what is most shocking and alarming about the gathering for justice is that they are not based in California. They are based in New York, New York City, but ironically, in 2023 just before the presidential election, they received a massive bump in funding from the California state government,” he said.
He identified what he described as a larger recipient, the Coalition for Humane Immigrant Rights.
“This organization has taken in 115,104,800 million, $104,817.11 of state taxpayer dollars,” Higby said, adding that the group’s social media feeds were “absolutely filled with calls to action, to go protest.”
He continued, “Where’d that money come from? Straight out of your pocket.”
Higby said he also found state funds going to other advocacy and lobbying entities, including $1,137,435 to California strategies and advocacy LLC, which he described as a lobbyist organization, and $55,604,764 to the Immigrant Legal Resource Center.
He cited additional allocations to Immigrant Legal Defense, Immigrant Defenders Law Center, and the Immigration Institute of the Bay Area.
He further pointed to $182,500 directed to the Genders and Sexuality Alliance, which he described as “a student led, school based club that provides a safe, supportive environment for LGBTQIA plus and allied youth to foster community, reduce discrimination and advocate for social justice.”
“I am just disgusted and bewildered by the fact that nobody’s found this sooner, and by the way, this is just an eensy weensy little portion of what’s going on. This is what I was able to find in one night with no sleep. Imagine what you could find in a month,” Higby said.
He added, “possibly one of the biggest scandals of your lifetime. This. This needs to explode.”
Higby concluded by contrasting the spending with conditions in the Palisades.
“The Palisades were disintegrated. The people who live there still don’t have houses, and we’re sending $100 million to an organization whose core function is protests. That’s what we’re doing. Imagine how far that 100 million dollars would go to rebuilding the palisade? No, no, that’s not in Newsom’s budget,” he said.
“I couldn’t find any conservative protest organizations or any conservative advocacy groups. What is happening is the government is blue, and so they are paying off advocacy organizations to make them look good so they stay in power Well, guess what? The curtains drawn. We know what’s going on. Newsom, we know what’s going on,” Higby said.
