A congressional hearing on the Environmental Protection Agency’s proposed 2027 budget turned contentious Monday as EPA Administrator Lee Zeldin and Rep. Rosa DeLauro, D-Conn., engaged in a sharp exchange over legal precedent, climate policy, and funding priorities.

The confrontation unfolded as Zeldin appeared before lawmakers to defend President Donald Trump’s 2027 budget request for the agency, which calls for a reduction of more than 50% from the previous fiscal year.

The proposal would lower the EPA’s funding from approximately $8.82 billion in fiscal year 2026 to $4.2 billion in 2027.

DeLauro, the ranking member of the House Appropriations Committee, questioned the administration’s approach, particularly its handling of climate-related issues.

“The budget proposal reads like a climate change denier’s manifesto,” DeLauro said during the hearing.

She continued by raising concerns about environmental and public health impacts.

“When climate change is flooding our streets, poisoning our air, driving up health care, how can the EPA justify abandoning that duty to protect Americans, to appease polluters under the false flag of economic growth?” DeLauro asked.

Zeldin responded by disputing the agency’s authority to make determinations on the existence of climate change, prompting further back-and-forth between the two.

“You do not have the right to say climate change does not exist, that it’s a hoax,” DeLauro said.

“And that’s where this administration is.”

The exchange escalated when Zeldin shifted the discussion toward recent Supreme Court rulings affecting federal regulatory agencies.

“You’re upset that you don’t know what Loper Bright is,” Zeldin said, referring to a 2024 Supreme Court decision that reshaped the authority of administrative agencies.

As DeLauro attempted to respond, Zeldin pressed further. “You know what the major policy doctrine is?” he asked.

“You’re a member of Congress. You should know.”

He continued, “You want me to tell you what the two biggest Supreme Court cases are of the last few years?”

DeLauro attempted to redirect the discussion back to the budget, but interruptions continued as the exchange grew more heated.

“You’re very defensive about not knowing the two biggest landmark Supreme Court cases of the last year with regards to your question,” Zeldin said.

DeLauro reminded Zeldin of Congress’s role in funding the agency.

“You know, you’re here because you need money from us. So halt for a second and wait for the questions and answer the question,” she said.

Zeldin stood by his earlier comments. “I answered your question. You didn’t like my answer because you don’t know what Loper Bright is, because you don’t know what the major policy doctrine is,” he said.

“I don’t have to listen to this BS,” DeLauro replied.

“BS. You think I made up these cases?” Zeldin responded.

The exchange highlighted broader disagreements between the administration and Democratic lawmakers over environmental policy and federal spending.

The proposed budget reduction has drawn scrutiny from critics who argue it would limit the agency’s ability to carry out its responsibilities, while supporters say it reflects a shift in priorities.

The moment quickly spread across social media, drawing reactions from political figures and commentators. Donald Trump Jr. posted “FATALITY” on X following the exchange.

The White House account also responded, posting, “Terrible take. Even worse hair.”

Republican commentator Matt Whitlock wrote, “This is one of the most satisfying hearing exchanges I’ve ever seen. Rosa De Lauro clearly doesn’t understand the law or Loper Bright – she’s used to just spewing climate alarmism pablum,” adding, “She gets so flummoxed she threatens to defund EPA – uh oh don’t do that!”

Kari Lake, a senior advisor for the U.S. Agency for Global Media, posted “Brilliant,” while Republican National Committee official John Seravalli wrote, “This is a tough look for [Rosa DeLauro]. No idea what she’s talking about, no idea about relevant Supreme Court decisions — completely ill prepared,” adding, “She, and her staff, don’t know what they’re doing.”

The hearing concluded with the budget proposal still under consideration as lawmakers continue deliberations on funding levels and policy direction for the EPA.
