A newly released U.S. State Department report examines alleged historical connections between the Cuban government and several American activist organizations, including the National Lawyers Guild (NLG), arguing that Cuba has spent decades cultivating relationships with left-wing political groups in the United States, as reported by The Post Millennial.

The approximately 100-page report, titled “Cuba: The Capital of 21st Century Communism,” was released Monday.

According to the report, Cuba developed a long-term network of relationships with American activists, organizations, and institutions beginning in the decades following the Cuban Revolution.

Among the organizations discussed is the National Lawyers Guild, a nonprofit legal organization founded in 1937.

The report identifies the NLG as an organization that has provided legal assistance to activists associated with Antifa and traces what it describes as historical ties between the Guild and groups sympathetic to the Cuban government.

According to the report, the alleged network includes organizations ranging from the Weather Underground and the Black Panther movement to more recent activist groups involved in demonstrations related to immigration and other political causes.

The State Department report describes the National Lawyers Guild as “one of the most persistently relevant — and insidious — organizations in Cuba’s U.S. network.”

The report also discusses Victor Rabinowitz, an NLG founder and former president, noting that he headed the Fair Play for Cuba Committee before his law firm, which he co-founded with attorney Leonard Boudin, became legal counsel for the Cuban government in the United States in 1960.

The report states that Leonard Boudin was the father of Kathy Boudin, a member of the Weather Underground, and the grandfather of former San Francisco District Attorney Chesa Boudin.

According to the report, historical accounts allege that NLG attorneys provided financial and logistical support to Weather Underground members who were fugitives during the 1970s.

The Weather Underground carried out multiple bombings targeting government buildings, including the U.S. Capitol, the Pentagon, the State Department, police facilities, and courthouses.

The report further alleges that, during the last decade, the National Lawyers Guild became more publicly aligned with activists associated with Antifa as demonstrations expanded during Donald Trump’s 2016 presidential campaign.

It states that NLG chapters operate at many law schools and that members frequently serve as legal observers during demonstrations.

According to the report, the Guild also organizes legal support for arrested demonstrators, including access to attorneys, bail assistance, and referrals to affiliated legal organizations.

The report notes that the NLG has stated it coordinated legal support for more than 20,000 people arrested during demonstrations that followed the death of George Floyd in 2020.

The State Department also references statements issued by individual NLG chapters and members over the past decade.

It cites a 2017 essay by leaders of the Guild’s San Francisco chapter titled, “We are all antifa,” and references public statements by Guild officials expressing support for Antifa activists.

The report additionally discusses Thomas Jurgens, identified as both an NLG member and Southern Poverty Law Center staff member, who was arrested during protests connected to the “Stop Cop City” movement near Atlanta in 2023.

It also examines the Guild’s response to a federal criminal case involving individuals convicted in connection with the July 4, 2025, attack on the Prairieland ICE Detention Center in Alvarado, Texas.

According to the report, the NLG characterized the incident as “a typical pro-immigrant protest” conducted by “community members” and criticized the resulting federal prosecution as “expansive and unchecked state repression.”

Beyond domestic activism, the report alleges that multiple generations of NLG leadership participated in delegations to Cuba organized by organizations aligned with the Cuban government.

It further states that the Guild continues to work with the National Network on Cuba, a coalition that includes more than 60 organizations, including the Democratic Socialists of America, CodePink, and the Communist Party USA.

The report also cites an NLG resolution stating that the organization has “supported the Cuban Revolution since its triumph on January 1, 1959.”

According to the State Department, Cuba’s most significant achievement has been ideological rather than military or economic, arguing that the country developed long-term relationships with American organizations capable of influencing domestic political activism.

The report does not identify any specific enforcement actions or policy initiatives that the federal government intends to pursue in response to its findings.
