Authorities say Cole Allen, the 31-year-old suspect in the shooting at the White House Correspondents’ Dinner in Washington, D.C., sent a written manifesto to family members minutes before opening fire Saturday night at the Washington Hilton.

According to a U.S. official familiar with the investigation, the document was provided to law enforcement by a relative and outlined Allen’s stated motivations and intended targets.

The message was sent approximately 10 minutes before the incident, officials said.

In the document, Allen identified himself using multiple aliases and described his actions in detail.

“Turning the other cheek is for when you yourself are oppressed. I’m not the person raped in a detention camp. I’m not the fisherman executed without trial,” Allen wrote.

He continued, “I’m not a schoolkid blown up, or a child starved, or a teenage girl abused by the many criminals in this administration. Turning the other cheek when someone else is oppressed is not Christian behavior; it is complicity in the oppressor’s crimes.”

Authorities said Allen described his intended targets in the message.

He wrote that “Administration officials (not including [FBI Director Kash] Patel): they are targets, prioritized from highest-ranking to lowest.”

In another section of the document, Allen referenced the president.

“I am no longer willing to permit a pedophile, rapist, and traitor to coat my hands with his crimes,” he wrote.

The manifesto also included statements about the weapons he intended to use.

“In order to minimize casualties, I will also be using buckshot rather than slugs (less penetration through walls),” Allen wrote.

He added, “I would still go through most everyone here to get to the targets if it were absolutely necessary (on the basis that most people chose to attend a speech by a pedophile, rapist, and traitor, and are thus complicit) but I really hope it doesn’t come to that.”

Allen also described his observations about security at the venue.

“Like, the one thing that I immediately noticed walking into the hotel is the sense of arrogance. I walk in with multiple weapons and not a single person there considers the possibility that I could be a threat,” he wrote.

He continued, “The security at the event is all outside, focused on protestors and current arrivals, because apparently no one thought about what happens if someone checks in the day before.”

Allen added, “Like, this level of incompetence is insane, and I very sincerely hope it’s corrected by the time this country gets actually competent leadership again.”

In another passage, Allen wrote, “Like, if I was an Iranian agent, instead of an American citizen, I could have brought a damn Ma Deuce in here and no one would have noticed shit. Actually insane.”

The document was signed “Cole ‘coldForce’ ‘Friendly Federal Assassin’ Allen.”

Law enforcement officials said Allen’s brother contacted the New London, Connecticut, Police Department after receiving the manifesto.

Authorities confirmed that federal agents have interviewed members of Allen’s family, including his sister in Rockville, Maryland.

According to the official, investigators were told Allen had made politically charged remarks in the past and had spoken about taking action to address issues he believed were affecting the country.

Authorities also said Allen legally purchased two handguns and a shotgun from Cap Tactical Firearms and stored them at his parents’ residence.

He was reported to have trained regularly at a shooting range.

Investigators said Allen had connections to a group known as “The Wide Awakes” and is believed to have attended a “No Kings” protest in California, where he had lived while attending college and working as a teacher.

The shooting occurred during the White House Correspondents’ Dinner, a high-profile event attended by government officials, journalists, and guests.

Law enforcement agencies, including the Secret Service and local police, are continuing to investigate the incident, reviewing Allen’s background, communications, and activities leading up to the shooting.
