The charges get uglier. Prosecutors claim the couple actively tried to obstruct the investigation.

Aaron Ammons allegedly encouraged a witness to “muddy the waters” to confuse federal agents and conceal the flow of illegal cash.

Text messages reveal coded references like “gift” used to describe kickback payments. One message from Carol Ammons read simply, “What’s up? Gift,” after a suspicious $500 deposit appeared.

Democratic leaders have tried to minimize the political fallout but the damage is spreading fast.

Illinois House Speaker Emanuel “Chris” Welch stopped short of demanding Ammons’ resignation but wasted no time in sidelining her from all caucus activities, committees, and even preventing her from accessing staff and budget support connected to the Speaker’s office.

Welch called the allegations “extremely serious” but couched his remarks with the standard Democrat talking point about “due process.”

Republican Minority Leader Tony McCombie of Savanna was not as delicate.

She blasted Welch for failing to call for Ammons’ resignation, reminding the public that “leadership means holding your own members accountable.”

She accused Democrats of doing what they always do when their own get caught: wait until it becomes too politically toxic to ignore.

The indictment details how the Ammons operation used the “Friends of Carol Ammons” campaign fund as a personal piggy bank.

Payments to family members and associates were labeled as consulting fees, reimbursements, or mileage costs. Several of those so-called reimbursements were later withdrawn in cash, forming the foundation for the most serious wire fraud charges.

The nonprofits caught up in the scandal read like a who’s who of groups receiving massive state grants.

The Hood Vote Neighborhood Transformation group received over six hundred thousand dollars in state funds, and Titianna Ammons was placed on their payroll as a program director.

When state officials warned that paying the lawmaker’s daughter with taxpayer money violated ethics laws, Hood Vote stopped writing her checks.

Carol Ammons promptly cut off their funding the next fiscal year and diverted new grant money to another friendly nonprofit, Bridgewater Sullivan Community Life Center, which received more than six hundred thousand dollars in taxpayer funds of its own.

Once again, her daughter landed a lucrative “program director” job, earning over sixty thousand dollars per year from funds her mother had steered.

Prosecutors say that kind of insider arrangement is a blatant conflict of interest under Illinois law.

When Ammons claimed ignorance during her FBI interview, agents already had documentation proving that she had been explicitly warned about the conflict years earlier.

The timing and circumstances of those grants once again show how taxpayer funds became a family revenue stream.

To make matters worse, the obstruction charges against Aaron Ammons paint him as the family fixer.

Prosecutors allege that he secretly met with potential witnesses, passed handwritten notes denying wrongdoing, and encouraged people to communicate using code about cash deposits.

At one point he allegedly told a witness to “muddy the waters” to make it harder for the FBI to follow the money trail back to his wife.

It is not Carol Ammons’ first brush with scandal.

She once faced accusations involving the theft of a designer purse from a secondhand shop, though charges were never filed.

Her husband, meanwhile, received a gubernatorial pardon for a drug conviction before beginning his political career.
