Sausalito City Manager Elaine Forbes was arrested early Saturday on suspicion of felony burglary after Marin County sheriff’s deputies responding to a noise complaint found her aboard a yacht that authorities say she did not have permission to enter, as reported by the New York Post.

Forbes, 53, had been serving as Sausalito’s city manager for less than three weeks at the time of her arrest.

She began the position on July 1 after being appointed by the City Council and was hired at an annual salary of $275,000.

According to the Marin County Sheriff’s Office, deputies were dispatched to the Sausalito Yacht Harbor shortly before 7 a.m. Saturday in response to a noise complaint. When deputies arrived, they found Forbes aboard a yacht.

Authorities said Forbes initially claimed the vessel belonged to her.

According to the Marin Independent Journal, Forbes told deputies she was having “a bad morning” and insisted they leave what she said was her boat.

Investigators later contacted the yacht’s owner, who told authorities Forbes did not have permission to be aboard the vessel.

Following the investigation at the scene, deputies arrested Forbes on suspicion of felony burglary. She was booked into the Marin County Jail, where bail was set at $50,000.

The Sheriff’s Office has not released additional details regarding the circumstances of the alleged burglary.

The arrest came two days after the Sausalito City Council placed Forbes on administrative leave following a closed-session meeting.

City officials have not explained the reason for that decision, and no connection between the leave and the criminal investigation has been publicly announced.

In a statement issued after the arrest, the City of Sausalito described the situation as “a difficult development for our City staff and our community.”

The city added that it would not provide additional comment while the investigation remains active.

The Sausalito City Council is expected to discuss the matter during its regularly scheduled meeting on Tuesday.

Before joining Sausalito, Forbes served as executive director of the Port of San Francisco for nine years.

She announced in September that she would step down from that position before later accepting the city manager role.

She became the Port’s executive director in 2016 after previously serving as interim director.

During her tenure, Forbes oversaw approximately 270 employees and managed several waterfront projects, including seawall reinforcement efforts and long-term planning related to sea-level rise along San Francisco’s Embarcadero.

In her final year with the Port of San Francisco, Forbes also served as a public representative for the Fisherman’s Wharf Forward initiative, a proposal that called for replacing the former Alioto’s Restaurant building with a public plaza overlooking the commercial fishing fleet.

Prior to becoming executive director, Forbes served as the Port’s chief financial officer and deputy director for finance and administration.

She also held public-sector positions with the San Francisco Planning Department, where she served as finance director, and previously worked in nonprofit organizations focused on land-use and economic development.

A spokesperson representing Forbes issued a statement following her arrest.

“She has devoted much of her life to public service and is widely respected by the many people who have worked with her over the years.”

The spokesperson also said, “Elaine is experiencing a mental health crisis. As the facts become clearer and Elaine obtains legal and healthcare counsel in the coming hours and days, we hope people will respond with compassion, patience, and respect for her and her family during an extraordinarily difficult time.”

The criminal investigation remains ongoing, and authorities have not released further information regarding the allegations.
