Navy Scores Signal Victory as Free Wi-Fi Reaches 90% of Unaccompanied Housing

The Navy is closing in on its goal of providing free, high speed Wi-Fi across housing for unaccompanied sailors. Since the rollout began in November 2025, the service has worked to connect every unaccompanied housing building owned and operated by the Navy.

According to a War Department release issued Friday, 90% of those buildings are now online. The milestone means 865 of the Navy’s 962 unaccompanied housing buildings currently offer free Wi-Fi to sailors.

Navy Vice Adm. Scott Gray, deputy chief of naval operations for sustainment, said reliable internet service helps sailors maintain the support necessary to remain prepared and resilient while serving.

“Reliable connectivity is an important part of sustaining the force and ensuring sailors have the support they need to remain ready and resilient,” Gray said. “This milestone demonstrates the Navy’s continued investment in the infrastructure and services that enable our people to focus on the mission, wherever they serve.”

The remaining 10% of facilities awaiting service are located in isolated regions. Those locations include Camp Lemonnier in Djibouti and Naval Support Facility Diego Garcia in the central Indian Ocean.

According to the Navy, the remaining installations are scheduled to receive Wi-Fi service during fiscal 2027. Completing those sites would bring the connectivity program to every Navy owned and operated unaccompanied housing facility covered by the effort.

The program is being conducted through a partnership between Commander, Navy Installations Command and the Navy Exchange Service Command. Its structure provides sailors with free filtered internet service while also making faster options available.

The program offers sailors “filtered free Wi-Fi and subsidized high-speed upgrades without long-term contracts or termination fees in full compliance with the Military Honor and Decency Act of 1996,” according to the release.

That arrangement means sailors can use the basic service without paying for access. Those who choose subsidized upgrades are not required to accept long term contracts or face termination fees, according to the release.

The Navy’s effort is part of a broader DoW initiative launched in September 2024. That initiative was created to help military personnel obtain internet access in remote military barracks, according to a 2024 release.

The initiative identified several services that personnel could reach through improved connectivity. Those services include email, banking, entertainment, online training, telehealth appointments, Military OneSource, and military and family life counselors.

For sailors living far from home, the Navy’s program is also intended to help bridge the connectivity gap with families and support networks. The 90% milestone shows that the overwhelming majority of covered buildings now have the basic infrastructure in place.

Brendan Owens, assistant secretary of war for energy, installations and environment, described how strongly younger personnel favor internet access when it is compared with additional room space. His question to troops during barracks visits produced a response that he suggested would surprise nobody.

“Every time we go and we visit barracks … one of the questions that I ask our soldiers, our airmen, our Marines, our guardians, whoever, in those barracks is, ‘If you could have 10 more square feet in your barracks room or free Wi-Fi, what would it be?’” Owens said. “No one is going to be surprised that a 19-year-old wants free Wi-Fi.”

With 865 buildings connected and the remaining isolated locations scheduled for fiscal 2027, the Navy is approaching full implementation. For sailors choosing between 10 more square feet and reliable Wi-Fi, the answer appears about as subtle as a ship’s horn.
