A new report from the Manhattan Institute states that California has directed significant funding toward migrant-related programs during the tenure of Gavin Newsom, with the analysis estimating that more than $1 billion has been spent through state-supported initiatives, as reported by The Gateway Pundit.

“Since Newsom took office, California has granted massive contracts for migrant-related services: more than $250 million to Catholic Charities; $85 million to Jewish Family Services; $12 million to Centro Legal de la Raza; $23 million to the Immigration Institute of the Bay Area; and more,” the report stated.

The analysis also points to additional funding directed to the Coalition for Humane Immigrant Rights, Los Angeles, commonly referred to as CHIRLA. According to the report, the state allocated $110 million to the organization, which is described as playing a role in advocacy and outreach related to immigration issues.
“CHIRLA can be described as a one-stop activist machine, with the ability to produce propaganda, engage in legal action, and — most importantly — get people into the streets. The group coordinates the L.A. Rapid Response Network, which tracks ICE raids and takes ‘direct action to shut down detention centers.’ During the wave of protests in L.A., CHIRLA activists agitated on social media, led a street protest, and called for a ‘Summer of Resistance,’” the report stated.
The Manhattan Institute’s findings further suggest that the state’s spending has coincided with an increase in the migrant population in California, estimating that approximately 400,000 additional migrants have entered the state during the period reviewed.
The report also notes that state-level spending is separate from federal funding directed toward immigration-related programs. It references federal resources distributed during the administration of former Department of Homeland Security Secretary Alejandro Mayorkas, which were allocated across multiple states, including California.

The funding identified in the report includes a combination of direct grants and contracts tied to services such as legal assistance, housing support, and community outreach. These programs are administered through partnerships between state agencies and nonprofit organizations.
