White House Deputy Chief of Staff and Homeland Security Advisor Stephen Miller criticized Rep. Thomas Massie after the Kentucky Republican joined Democrats in opposing a reconciliation bill that Miller said prevented Immigration and Customs Enforcement from being left without funding, as reported by Townhall.
Miller made the comments on Monday, May 18, 2026, in posts on X, one day before Massie’s primary race against Trump-backed challenger Ed Gallrein.
“Had Massie succeeded in defeating the reconciliation bill right now, ICE would be penniless and broke. Democrats’ plan to shutter ICE only failed because Republicans passed the reconciliation bill all Democrats and Massie voted to block,” Miller wrote.

Miller followed with another post, arguing that both ICE and Border Patrol would have been left without a budget if Massie had succeeded.

The bill included funding tied to President Donald Trump’s mass deportation effort. According to the report, Massie and one other Republican defected, and the bill passed by a single vote.
Miller’s comments followed several posts from President Trump targeting Massie. Trump has called Massie “the worst Congressman in the history of our country.”

In a video from the Oval Office posted Monday, Trump urged MAGA voters to support Gallrein in Kentucky’s 4th Congressional District primary.
“We’re in a fight against the worst Congressman in the history of our country! His name is Thomas Massie, he’s from…” Trump said in the video, according to the post from Eric Daugherty.

Secretary of War Pete Hegseth also criticized Massie while appearing on the campaign trail with Gallrein, who has Trump’s endorsement. Hegseth said Massie’s approach has made him ineffective in Washington.
“At some point, being against everything becomes an excuse for accomplishing nothing,” Hegseth said.
“President Trump does not need more people in Washington who are trying to make a point, especially from his own party,” Hegseth added. “He needs people willing to help him win.”

The criticism from Miller, Trump, and Hegseth came as the Republican primary between Massie and Gallrein was set to be decided on Tuesday, May 19.
The race has drawn attention because of Trump’s public support for Gallrein and his repeated attacks on Massie.
Miller framed Massie’s vote against the reconciliation bill as a direct threat to funding for ICE and Border Patrol.
He said Democrats’ effort to leave ICE unfunded failed only because Republicans passed the bill despite opposition from Democrats and Massie.
Massie’s opposition to the bill has become a key issue in the final stretch of the Kentucky primary, with Trump allies arguing that the vote puts immigration enforcement funding at risk during the administration’s deportation push.
