Bold Trump Plan Could Pay Married Parents to Raise Their Own Children Instead of Strangers [WATCH]

The Trump administration is drafting a major policy change that could finally allow married parents to receive federal child care assistance when one spouse stays home to raise their children.

Instead of reserving taxpayer support for outside providers, the proposal would recognize the value of care delivered by a mother or father.

The New York Times reported the proposal after reviewing a draft document and speaking with people familiar with the discussions.

According to the report, the change is a priority for Vice President JD Vance, who has repeatedly advocated policies that strengthen traditional families.

The plan would use money from the Child Care and Development Fund, a federal program created during the 1990s.

That program currently helps parents with lower incomes pay for child care while they work or attend school.

Typical assistance through the program amounts to approximately $9,000 per child each year.

Under the draft policy, qualifying married couples could use that assistance when one parent remains at home and the other works at least 35 hours each week.

The proposal would treat care provided by a parent as legitimate child care rather than pretending only an outside provider can perform that role.

It is a simple concept that Washington somehow managed to overlook for decades.

“The change would create the only federal subsidy to pay parents to stay home and raise their children, one of the most significant efforts to date by the Trump administration to harness federal funds to promote a traditional view of families,” the NYT reports.

The administration reportedly would not need a new act of Congress to implement the change.

That could give officials a faster route to adjusting the program without waiting for another prolonged Capitol Hill battle.

Naturally, The Times framed the possibility of parents raising their own children as though Washington had stumbled onto something dangerous.

Its report said, “The policy change would effectively create a government incentive for parents to stay home with their children, an idea embraced as part of a broader conservative effort to advance policies that promote more mothers staying at home.”

That description exposes the strange assumptions embedded in the current system.

A federal program willing to pay a stranger to care for a child, while refusing comparable help when a parent provides that care, is hardly neutral.

Current policy favors households in which both parents earn wages and send their children to an outside provider.

It also supports single parents who rely on institutional care, but it offers little recognition to married couples who sacrifice one income so a parent can remain home.

Many families would prefer to have a mother or father care for young children if their finances allowed it.

The proposed change could give those parents more freedom to make that choice instead of being pushed toward an arrangement designed around federal bureaucracy.

Vance has made clear that his idea of family policy is not simply another voucher for a child care center down the street.

His approach begins with the obvious proposition that parents themselves should count when government defines and subsidizes child care.

That does not mean every family must make the same decision. It means Washington should stop stacking the financial deck against parents who believe remaining at home is the best arrangement for their children.

In a 2021 Wall Street Journal opinion essay, Vance argued that day care can harm children and defended the benefits of parental care.

He wrote, “Young children are clearly happier and healthier when they spend the day at home with a parent.”

Vance was even more direct on Twitter that year.

He said “normal Americans” want a “family policy that doesn’t shunt their kids into crap day care so they can enjoy more ‘freedom’ in the paid labor force.”

The draft remains a proposal, and important details concerning eligibility and implementation could still change.

Yet the central principle is already clear, federal child care policy should not treat parents as invisible while directing thousands of dollars toward outside institutions.

For years, Washington programs have quietly encouraged one model of family life while politicians insisted they were merely offering choices.

The Trump administration and Vance are now considering a correction that would put parents back where they belong, at the center of decisions about their children.
