A Jamaican national previously deported from the United States was taken into custody in Duval County, Florida, after law enforcement identified him as a fugitive wanted for murder in his home country.

Immigration and Customs Enforcement (ICE) announced Tuesday that 32-year-old Ragar Mandela Allen, a documented member of the Craig Town Gang, was arrested on March 31.

Authorities said Allen is wanted in Jamaica on a murder charge and had reentered the United States after being deported on April 28, 2022.

According to ICE, agents received information from the agency’s attaché in Jamaica days before the arrest indicating that Allen had returned to the U.S. despite his prior removal.

Law enforcement agencies began working to locate him, leading to a targeted traffic stop conducted by the Florida Highway Patrol.

During the stop, authorities said Allen attempted to evade arrest and fled in his vehicle.

In the course of trying to escape, he dragged a Florida Highway Patrol trooper with the vehicle, causing the trooper to be pulled into a fence.

The officer sustained injuries that required hospitalization but were described as non-life-threatening.

Allen was apprehended following the incident.

Authorities reported that he was in possession of narcotics and a stolen handgun at the time of his arrest.

The Department of Homeland Security confirmed details of the arrest and the events surrounding it, noting the coordination between federal and state law enforcement agencies.

“This gang member wanted for murder in his origin country is out of our communities because of ICE and our Florida partners,” DHS spokesperson Lauren Bis said in a statement.

Bis also addressed the circumstances of the arrest and the injuries sustained by the trooper.

“This criminal illegal alien was in illegal possession of a firearm and drugs at the time of his arrest. He attempted to evade arrest by weaponizing his vehicle and dragged a law enforcement officer, injuring him,” she said.

“Thankfully, the officer is expected to make a full recovery.”

She added that law enforcement officers continue to face increasing risks during enforcement operations.

“As our officers put their lives on the line to arrest the worst of the worst, they are facing a more than 1,300% increase in assaults and a 3,300% increase in vehicle attacks,” Bis said.

“The arrest of this fugitive murderer would not have been possible without the help of our Florida law enforcement partners.”

Following his arrest, Allen was charged in Florida with multiple offenses, including aggravated battery on a law enforcement officer, felony fleeing and eluding, possession of a stolen firearm, alien in possession of a firearm, and illegal re-entry after deportation.

Authorities indicated that additional charges could apply as the case proceeds.

Allen is currently being held in custody in Duval County.

ICE officials have lodged a detainer against him, which would allow federal authorities to take custody if he is released from local detention.

The case highlights coordination between ICE, the Florida Highway Patrol, and other law enforcement agencies in identifying and apprehending individuals wanted on serious charges.

Authorities said information shared between international and domestic partners played a role in locating Allen after his return to the United States.

The investigation remains ongoing as federal and state authorities continue to process the case and determine next steps regarding Allen’s legal status and potential extradition.
