Immigration and Customs Enforcement arrested a 25-year-old Venezuelan national after he was released from custody in New York City following an arrest tied to a Manhattan sewer incident.
Samuel Reveron Ascanio was taken into ICE custody after his release. ICE said Reveron Ascanio entered the United States illegally and was already the subject of a federal arrest warrant when he was arrested on September 24.
The case began after the New York Police Department received a 911 call about three men emerging from a manhole in Manhattan. The location drew additional attention because it was near the United Nations General Assembly and close to the hotel where Israeli Prime Minister Benjamin Netanyahu was expected to stay.
Reveron Ascanio and another man, identified as a Queens resident, were arrested and charged with criminal trespassing. A third man involved in the incident was not identified.

According to the criminal complaint, the men said they had entered the sewer system because they were searching for “valuables that get washed away in the storm drains and sewers.”
The activity was reportedly part of the so-called “mole man” trend, in which people search sewer systems for items they believe may have been washed away.
The Manhattan sewer arrest came two days after authorities had issued a federal arrest warrant for Reveron Ascanio. That warrant was connected to an earlier incident in which he had been arrested for removing parts from a U-Haul van.
Despite the outstanding warrant and the new criminal trespassing charge, Reveron Ascanio was released before ICE took him into custody.

ICE officials criticized New York City’s handling of the case and said local authorities had an opportunity to transfer Reveron Ascanio directly into federal immigration custody.
ICE Enforcement and Removal Operations New York City Field Office Director Kenneth Genalo told the New York Post, “New York City had a clear opportunity to transfer this individual to ICE in a secure, controlled environment.”

Genalo said the decision to release Reveron Ascanio forced ICE to act after he had already returned to the public.
“Instead, the city recklessly released him despite his repeated arrests and unresolved criminal charges — a choice that needlessly returned an alleged public-safety threat to the streets. . . . ICE will not allow noncooperation to deter us from enforcing federal immigration law and protecting our communities.”
The statement reflects the continuing dispute between federal immigration authorities and local jurisdictions that decline to cooperate with ICE detainer or transfer requests.
In this case, ICE said the issue was not merely Reveron Ascanio’s immigration status. Authorities also pointed to his recent arrests and the unresolved charges pending against him.
The federal arrest warrant predated the Manhattan sewer incident by two days, adding another layer to the case. Reveron Ascanio’s earlier arrest involving the U-Haul van had already placed him on the radar of federal authorities before police encountered him near the United Nations area.
The timing and location of the sewer incident also heightened concern. Police were responding during a period of increased security surrounding the United Nations General Assembly, and the manhole was close to the hotel where Netanyahu was expected to stay.
